|Under the administrative guidance of the Director of Mosquito and Rodent Control, performs responsible professional administrative and supervisory work assisting in directing the activities of the East Baton Rouge Parish Mosquito Abatement and Rodent Control District. Work involves assisting the Director in the planning, organization, operation, and financial management of a comprehensive program of mosquito abatement and rodent control in East Baton Rouge Parish. General supervision is exercised over subordinate professional and technical employees. Work is reviewed for adherence to administrative guidelines and observation obtained. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Assists in directing the work of professional, technical and skilled employees and part-time professional contract workers engaged in the identification and elimination of breeding areas of mosquitoes and rodents.
Develops, implements, and coordinates a public information program on mosquito and rodent control and arbovirus surveillance and other vector borne diseases.
Establishes and maintains a comprehensive inventory control program; assists the Director in the purchase of all equipment, chemicals, and supplies for the District; assists in preparation of annual budget.
Develops employee training programs using print and audiovisual media; supervises or conducts employee training sessions for continual updating of procedures to ensure quality control, safety and compliance with all local, state and federal regulations; acts as the District's safety officer.
Assists the Director in planning, coordinating, and carrying out mosquito and/or rodent control special research and demonstration projects (either short or long term) necessary to provide the District with answers to problems encountered in the field.
Assists the Director in enforcing the City-Parish bee ordinance and acts as hearing officer in arbitrating disputes.
Conducts employee evaluations.
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the principles and practices of entomology and the methods used in identifying and eliminating mosquito and rodent breeding areas.
Knowledge of the media and other informational sources available for use in a public information program.
Knowledge of standard inventory control procedures and practices.
Knowledge of the principles, practices, and techniques used in employee training and safety programs.
Knowledge of applicable laws, regulatory codes, procedures and techniques governing pesticides and their application, including Ultra Low Volume (ULV) applications.
Knowledge of administrative techniques related to purchasing, budget preparation, administration and modern office practices and procedures.
Ability to organize and implement projects within established guidelines.
Ability to establish and maintain effective working relationships with the public, informational media, other governmental agencies and employees.
Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
Ability effectively to plan, organize and supervise the work of a moderate-size group of professional, technical and skilled employees.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in entomology or a related field, and two years of experience in mosquito and vector control work. |
|Any equivalent combination of education and experience.|
|Possession of a valid commercial pesticide applicator's certification in categories 10-8a (Research and Demonstration), 8a (Mosquito Control Applicator), 8b (Rodent Control) and/or 8d (Mosquito Control Supervisor) may be required for certain positions in this class.
Must have a valid Louisiana driver's license at the time of appointment and maintain throughout employment in this classification.|
