&lt;p&gt;GENERAL DESCRIPTION&lt;/p&gt;&lt;p&gt;Under the general direction of an administrative superior, performs responsible administrative and supervisory work in assisting in the direction of a major public works field division.  Employees in this class must exercise considerable independent judgment and discretion in carrying out their responsibilities, and may be on 24-hour call for emergency situations.  Performs other work as requested.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;ESSENTIAL WORK TASKS&lt;/p&gt;&lt;p&gt;Assists in the planning, organizing, supervising and inspecting of the work of a large number of skilled, semiskilled and unskilled personnel, crews and supervisors engaged in street, road, bridge, canal, drainage, sewer, right-of-way, and other public works maintenance, repair and construction activities.  Supervises the work of a group of employees engaged in the disposal of solid waste as established by the DEQ and EPA guidelines.  Reviews the work of subordinate supervisors and advises them on policies, procedures, practices and problems of an unusual nature.  Receives, analyzes and remedies or rejects complaints and requests of contractors, property owners and the public.  Instructs public works supervisors in safety procedures, supervisory techniques, and in operational and maintenance methods, practices and policies.  Makes cost and material estimates; assists in preparing budget requests; supervises the maintenance of necessary records and the making of required reports.  Acts as individual superintendent during absences of that person.  Keeps records of accidents and injuries occurring on the job.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;KNOWLEDGE, SKILLS, AND ABILITIES &lt;/p&gt;&lt;p&gt;Knowledge of the methods, practices and equipment used in a variety of public works maintenance, construction, repair and operational activities.  Knowledge of the occupational hazards involved and the safety precautions necessary to the safe conduct of heavy manual work and equipment operation.  Knowledge of engineering maps and records.  Knowledge of the DEQ and EPA guidelines.  Ability to plan, organize, supervise and coordinate the work of a large number of workers and crews through subordinate supervisors.  Ability to establish and maintain effective working relationships with other employees, subordinates and the public contacted in the course of the work. Supervises and participates in the instruction of maintenance workers in their work and in the use of new methods of work and types of equipment.  Diagnoses equipment difficulties and assigns maintenance workers to job; adjusts work schedules as necessary to suit emergency needs. Employees in this class operate draglines, motor graders, gradalls, front-end loaders, street sweepers, and other pieces of large heavy duty equipment on a regular assignment. Close supervision may be exercised over a crew of workers as assigned. Maintains refuse at the City-Parish landfill by pushing it to the proper area at the proper grade; covers refuse with the proper thickness of dirt to prevent odors.  Digs new ditches and canals, cleans existing ditches and canals, lays pipe to ensure proper drainage and to prevent flooding.  Builds and repairs fences.  Maintains heavy equipment by washing and cleaning, changing belts, hoses, oil and oil filters, and performing any other minor repairs; more complex repairs are referred to mechanics at Central Garage. Maintains interstate and boulevard medians by cutting grass, weed eating, and pruning trees and bushes.  Removes large debris not picked up by garbage men, such as large branches, limbs and large household items discarded by the public.&lt;/p&gt;&lt;p&gt;Maintains City-Parish roads, streets, and curbs to allow for safe travel by the public.  May supervise a crew of workers engaged in maintenance and construction activities, or as assigned. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;MINIMUM REQUIREMENTS&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;EDUCATION AND EXPERIENCE: High school diploma, GED, or equivalent certificate of competency, and three years experience in sewer, water or drainage construction and maintenance, and two years experience in the resolution of complaints involving public contact.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;SUBSTITUTIONS: Any equivalent combination of education and experience.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;CERTIFICATIONS/LICENSES: Some positions of this class may require possession of a valid Louisiana driver’s license.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;OTHER JOB ASPECTS: None.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;SELECTIVE CERTIFICATION&lt;/p&gt;&lt;p&gt;DPW promotional only. Wastewater Collection System repair and sewer maintenance experience preferred. Valid Driver's License required.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;In order to be considered as having the required selective certification experience, applicants must have at least 6 months full time experience performing the selective certification duties.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;EXAMINATION&lt;/p&gt;&lt;p&gt;Score derived from application grading.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;APPLICATION NOTE&lt;/p&gt;&lt;p&gt;Applicants applying for positions either in wastewater plant maintenance or operations should provide details about prior experience such as:  nature of mechanical and electrical maintenance and repairs done,  inspection duties performed,  types of pumps maintained/repaired/rebuilt,  types of samples taken and tests run,  records maintained&lt;/p&gt;&lt;p&gt;etc.&lt;/p&gt;</description>
