Three key positions filled in Department of Public Works

BATON ROUGE, La. — Mayor-President Sharon Weston Broome announced today that three key positions in the Department of Public Works have been filled. All three employees have been part of day-to-day operations in the city-parish government.

William Daniel, who most recently served as interim chief administrative officer in Broome’s cabinet, has been named director of environmental services. Daniel also served as CAO in the Holden administration and directed the Department of Public Works. In his new position, Daniel will oversee the operations of the city-parish’s wastewater division, including wastewater collection, conveyance, storage and treatment systems. He will also supervise the city-parish’s sanitation division, including solid waste environmental functions, landfill management and recycling programs.

Landscape superintendent for the city-parish, Kyle Huffstickler, has been promoted to director of maintenance. In this role, he will be responsible for the management and operations of the drainage, landscape and streets divisions, which include canal debris removal, concrete repair work on storm drains and catch basins, landscape maintenance, and street maintenance. In his most recent position, Huffstickler — a state licensed arborist — managed debris pick up and removal, tree pruning, grass cutting along the interstates, and roadside and aquatic spraying. An experienced mechanic, he also worked for Dow Chemical Company in Plaquemine as part of URS Corporation. There, he was responsible for project planning, scheduling, cost estimating, and procurement of materials and equipment.

Another veteran of the city-parish government is Fred Raiford, also a former director of public works. He was named director of transportation and drainage. In this role, Raiford will be responsible for city-parish traffic engineering, operations, and signal and sign installation and maintenance; construction improvement projects; inspection and compliance for new roadway construction; peer reviews of design and engineering plans; bridge inspections and repairs; contractor oversight of engineering studies and design engineering; road rehabilitation programs; flood control, including levee permits and inspections; and capital improvement programs involving highways, bridges, drainage, and flood control. His most recent position was chief of staff to the mayor of Walker. There, he was responsible for the day-to-day operations of the city, including the divisions of public works drainage and streets, water and sewage, gas services and more.

All three employees’ appointments take effect in the coming weeks.
