Senior Legal Investigator

Parish Attorney
Under the direction of the Director of Alcoholic Beverage Control, performs highly responsible complex and specialized work supervising a staff of investigators engaged in developing legal cases for the Office of Alcoholic Beverage Control for the City-Parish government. The employee of this classification supervises highly confidential investigations involving alleged violations of the Wine, Beer and Liquor ordinance adopted by the Metropolitan Council. Work is performed with considerable independence and is evaluated through conferences, reports and results obtained. Performs other work as requested.
Supervises the investigation of alleged irregularities, including review and analysis of materials, reports and other information indicative of law violation; supervises field operations. Coordinates and participates in conducting complex, highly confidential and sensitive investigations and enforcement raids involving state, parish, city and federal law enforcement agencies; supervises surveillance of establishments licensed under the ABC ordinance. Prepares operational plan for all special assignments, details and raids. Reviews and approves requests for liquor licenses and applications; attends ABC Board hearings and meetings. Attends civic functions and Task Force meetings representing the Alcoholic Beverage Control Office on all alcohol-related matters. Fills in for the Director of Alcoholic Beverage Control in his absence. Prepares and executes search warrants in connection with alleged violations of the ABC ordinance; issues citations, summons and subpoenas; makes arrests for the aforementioned violations. Coordinates the Juvenile and Underage Drinking Enforcement Task Force (J.U.D.E.).
Knowledge of the Louisiana Criminal Code, the Louisiana Code of Criminal Procedure, and the law of evidence and criminal procedure in general. Knowledge of the statutes and local ordinances relating to the alcoholic beverage industry. Knowledge of modern principles, practices and techniques used in conducting criminal investigations. Knowledge of jurisdiction and investigative capabilities of various federal, state and local law enforcement agencies. Knowledge in the areas of public speaking, media relations and press conferences. Skill in the proper use and care of firearms. Ability to conduct surveillance of a subject in a professional and unrevealing manner. Ability to recognize what constitutes 'probable cause' to effect an arrest. Ability to supervise, direct and evaluate criminal investigations to ensure compliance. Ability to plan, organize and supervise a staff of investigative employees. Ability to establish and maintain effective working relationships with other official groups, governmental agencies, civic groups, businesses, the press, news media and other employees and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in criminal justice, law enforcement, or a related field, and two years of experience including one year of supervisory experience in conducting criminal or legal investigations.
Any equivalent combination of education and experience.
Position(s) may be required to obtain Police Officer Standards and Training (P.O.S.T.) Certification.
