Detention Facility Manager

Juvenile Services
Under the administrative direction of the Director of Juvenile Services, performs highly responsible professional work in providing for the temporary custody of juveniles pending court disposition or transfer to another jurisdiction. Work involves formulating policy and developing procedures and programs in accordance with state law and court rulings. Supervision is exercised over professional, clerical and maintenance personnel within the detention facility. Work is performed with considerable independence according to departmental policies and procedures. Work is evaluated through conferences, reports and results obtained. Employee may be required to be on 24-hour emergency call. Performs other work as requested.
Develops programs and operational policies and procedures in accordance with state law and departmental standards. Implements procedures for the welfare and treatment of detained juveniles; develops educational and recreational programs. Supervises the maintenance of entire detention building and all related activities; supervises the transportation of detainees to authorized representatives, institutions, etc. Hires, trains, supervises and provides administrative direction for detention staff; reviews intake and release reports; and gives staff counsel concerning problems regarding incidents. Prepares reports on facility operations, resident statistics; represents detention facility to community groups and organizations. Directs budgetary expenditure records and prepares annual detention center budget for department head review. Ensures compliance with state statutes, rules and regulations relating to shelter care and secure detention programs. May appear in court and give testimony pertaining to records of juvenile behavior while at the center.
Knowledge of individual and group behavior with emphasis on problems and behavior patterns of delinquent youth. Knowledge of public safety requirements inherent in managing a juvenile detention facility. Knowledge of casework and group work principles and methods of supervision and administration. Knowledge of continuing needs of the detention facility itself and the population it serves. Ability to exercise judgment and discretion in the application and interpretation of departmental policies and procedures. Ability to work effectively with delinquent youths. Ability to effectively plan, supervise and review the work of others. Ability to write reports and speak effectively. Ability to establish and maintain effective working relationships with personnel and other departments and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's and Master's degrees in criminal justice, psychology, sociology, social work, counseling, or a related behavioral science field, and two years of managerial supervisory experience in a juvenile corrections or juvenile justice environment.
Master's degree in business or public administration may substitute for Master's degree in criminal justice or any of the behavioral science fields, or any equivalent combination of education and experience.
In accordance with Licensing Standards of the Louisiana Administrative Code (Title 67, Part V, Subpart 8, Chapter 75, Juvenile Detention Facilities, 7511. Facility Responsibilities, B. Criminal Background Clearance), all employees of this classification assigned to the Juvenile Services Detention Center must pass a criminal background check and/or be fingerprinted at the time of appointment. Both appointment and continued employment at this location is contingent upon the ability to pass a criminal background check. Failure to pass a criminal background check renders a candidate or current employee ineligible for employment at this location.
