GENERAL DESCRIPTION
Under the direction of a higher classification, performs highly responsible advanced technical and supervisory work in the areas of administration of the City-Parish Local Area Network (LAN), Wide Area Network (WAN), Wireless Local Area Network (WLAN), Voice over IP (VoIP) Telecommunications; and network security, including City-Parish enterprise-wide server systems. Work involves initial evaluation, selection, and updating of hardware, interfacing software, coordination of services, maintenance and repair of City-Parish servers, domain administration and file security. Employees of this classification are required to work in the Information Services Department, but may be utilized to work at various sites throughout the City-Parish. Work also entails the use of independent judgment and is reviewed through personal conferences and results obtained. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Administers and oversees network design, implementation, management, and troubleshooting of network hubs, routers, firewalls, security appliances, servers, and underlying communication protocols and supporting network hardware. Supervises and reviews the work of subordinate technical personnel engaged in the operation and maintenance of network and related systems. Evaluates information security risks to data, applications, networks and platforms to reduce risk; assesses vulnerabilities as they are released and works with the IDS/IPS systems, as well as the Patch Management program, to ensure the environment is protected against new risks. Assists in the development of long-range planning for the City-Parish's network and security infrastructure; develops and implements security standards, policies and procedures. Participates in the selection, design, testing, implementation, and documentation of system software and hardware platforms being introduced, or re-engineered enterprise-wide. Develops and monitors appropriate security procedures to safeguard system from physical harm and viruses, unauthorized users, and damage to data. Implements and manages tools that monitor, detect, and report system security-related events; provides system security support across all platforms in the information services environment. Researches, investigates, and evaluates emerging security-related technologies. Collaborates with Information Services technicians in troubleshooting client/server network issues.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of structured techniques of network management and computer system network design and analysis. Knowledge of computer hardware and software with specific knowledge of mainframe hardware and software. Knowledge of Windows desktop and server operating systems, and Active Directory. Knowledge of advanced networking fundamentals and protocols. Ability to analyze complex procedures and systems, and develop problem solving strategies. Ability to analyze and evaluate system changes to determine feasibility. Ability to lead and work on multiple projects, and troubleshoot and resolve problems. Ability to plan, organize and supervise the work of networking personnel. Ability to establish and maintain effective working relationships with others. Ability to stay current with new technological developments relating to computers. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
High school diploma, GED, or equivalent certificate of competency and successful completion of a vocational technical school in electronics or networking, supplemented by five years experience in local and wide area network equipment maintenance, large network administration and support, including two years experience in the use of Network Management Software.
