|Under the direction of the Public Works Director, performs responsible administrative and professional engineering work as a licensed professional civil engineer assisting in directing of Department of Public Works activities. Work involves responsibility for the efficient administration of all public works engineering and planning efforts; the supervision of a large staff of technical, clerical, skilled, semiskilled, and unskilled personnel through subordinate supervisors; financial stewardship of City-Parish funds; and representation of the department in a variety of public forums (e.g. Metro Council meetings). Work requires exceptional teamwork and the use of independent judgment within established policy guidelines. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Actively participates in the senior leadership team of Public Works to enhance operational efficiency, continually improve client services, and build the capability of the staff through workforce development programs. In this role, consults closely with fellow senior leadership team members.
Consults closely with the Public Works Director and acts in his/her absence.
Directly supervises the Chief Design Engineer, Chief Construction Engineer, Chief Traffic Engineer, Urban Transportation Coordinator, and Assistant Director of Capital Improvements; assists in the planning and supervision of their subordinate staff; ensures staff understands and applies federal, state, and local codes and ordinances, which govern engineering design and construction.
Consults with stakeholder groups (contractors, architects, engineers, developers, citizens, City-Parish government employees) regarding public works projects, clarifying the roles and responsibilities of Public Works and the processes/procedures for working with them.
Provides project oversight of contractors' performance on assigned projects to ensure quality and provide financial stewardship of City-Parish funds.
Appears in a variety of public settings to represent Public Works, including Metro Council meetings, public hearings, public outreach programs, and before various boards and courts to testify in appeals and other legal actions. |
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the principles and practices of engineering, particularly as applied to municipal public works.
Knowledge of all types of construction, materials, methods, and stages of construction.
Knowledge of applicable federal, state, and local laws, ordinances, policies, and procedures.
Knowledge of policies and procedures of the department.
Skill in the use of a light motor vehicle.
Ability to effectively coordinate a variety of engineering and planning personnel, projects and programs.
Ability to organize, plan, direct, and evaluate the work of others.
Ability to read and accurately interpret plans, specifications and blueprints.
Ability to manage public works projects.
Ability to establish and maintain effective working relationships with subordinates, superiors, architects, contractors, and other interested parties.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in civil engineering, and fourteen years experience in professional civil engineering (such as sewer, traffic, streets and drainage planning, and/or construction), including six years administrative experience.|
|Any equivalent combination of education and experience as recognized by the Louisiana State Board of Registration for Professional Engineers and Land Surveyors.|
|Possession of a license to practice professional civil engineering as issued by the Louisiana State Board of Registration for Professional Engineers and Land Surveyors.
Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must maintain throughout employment in this position.|
