GENERAL DESCRIPTION
Under the general direction of the Assistant Public Works Director of Management/Finance, performs responsible supervisory and administrative work in managing the operations of the City-Parish parking garage. Work involves directing a moderately sized staff in the daily operations and management of the parking garages. The incumbent to this classification is subject to unusual working hours including weekends and nights for situations requiring immediate attention. Supervision is exercised over a large sized staff including a large number of temporary employees. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Directs a staff engaged in issuing parking vouchers and collecting parking fees; establishes security procedures to safeguard facilities, vehicles and monies collected. Negotiates short and long term parking space leases with businesses and private groups for monthly rentals and for special events. Prepares City-Parish parking garages operating budgets, including estimated revenues and expenditures; reviews and approves all expenditures. Conducts studies to determine appropriate parking fees and feasibility of changes in operations and implements approved recommendations. Investigates damages to vehicles and theft of property allegedly occurring at the City-Parish parking garages; recommends corrective action.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the operations of public parking garages. Knowledge of modern management, principles and practices. Knowledge of municipal practices and procedures used in budgeting and accounting for fund enterprise operations. Knowledge of preparation of standard contracts in connection with the lease of public parking spaces. Ability to negotiate agreements effectively while practicing good public relationships. Ability to plan, organize and supervise the work of subordinate employees. Ability to analyze and prepare sound recommendations regarding changes in parking fee rates and the operations of the City-Parish parking garages.
Ability to deal with the public with tact and courtesy. Ability to express ideas clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships with others. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
High school diploma, GED, or equivalent certificate of competency, and four years experience involving both public contact and bookkeeping, fiscal record keeping or accounting duties, including two years supervisory experience..
