|Under the direction of a higher classification, performs responsible administrative and supervisory work in directing the operation of the Public Works' Complaint Resolution Division. Work involves directing the activities of the division responsible for the investigation and resolution of complaints from the public regarding the operations of the Department of Public Works. Supervision is exercised over a moderate sized staff of employees. Work is reviewed through personal conferences, written reports, and results obtained. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Manages a centralized complaint resolutions division for the Department of Public Works; supervises the Neighborhood Improvement Program.
Investigates complaints, gathers evidence and prepares reports regarding code enforcement issues and condemnations; testifies in court for the City-Parish.
Assists superintendents in the prioritization of complaints regarding construction and maintenance.
Provides education for civil organizations on City-Parish codes and ordinances.
Prepares and administers the Vacant Lot Mowing Program; supervises and approves contracts and payments to contractors; receives, validates, and approves requests for lots to be mowed; bills property owners and if necessary assigns liens on property of owners who fail to pay.
Reviews, monitors, and compiles various reports dealing with the investigation and resolution of complaints to ensure all items are addressed in a timely manner.
Performs special projects assigned by upper level management.
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the functions and operations of the Department of Public Works.
Knowledge of The Plan of Government, City-Parish Code of Ordinance, and City-Parish Resolutions.
Knowledge of materials, methods and techniques applicable to large public and private street, sewer, utility, drainage and building construction work.
Skill in the use of the Hansen System.
Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems.
Ability to express ideas, clearly and concisely, orally and in writing.
Ability to plan, organize and supervise the work of subordinate employees.

|EDUCATIONAL AND EXPERIENCE|
|High school diploma, GED, or equivalent certificate of competency, and five years experience in the investigation and resolution of complaints involving public works construction and maintenance, including two years supervisory experience.|
|Any equivalent combination of education and experience.|
