|Under the direction of a higher classification, performs responsible administrative duties coordinating the activities of the Neighborhood Improvement Section/Inspection Division. Work involves overseeing the clerical functions and assisting in assigning inspection duties in addition to researching and organizing information used for condemnation complaints. Work also involves program planning and monitoring duties. Exercise of initiative and independent judgment is required. Work is performed under minimal supervision. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Assists the Chief Construction Inspector in managing the daily activities of the Neighborhood Improvement Program; oversees the smooth functioning of the section.
Performs detailed research; collects and compiles data for condemnation proceedings and complaint procedures; performs title research and legal abstracts for ownership when necessary.
Prepares bid specifications and packages for the condemnation demolition program; reviews plans, issues demolition and sewer cap permits, and residential building permits.
Researches substandard housing complaints, zoning violations and unsanitary conditions; consults and interprets zoning codes, ordinances and building codes for proper procedures.
Prepares and maintains reports; assists with the preparation and control of budget affairs.
Supervises clerical and inspection staff; counsels staff members as problems arise.
Handles proceed letters, contracts and purchase orders for demolition of condemned buildings, signs receiving reports for payments for demolition contractors.
Works with the Parish Attorney's office, Director of Public Works and Council members to coordinate information for council meetings pertaining to condemnations.
Assists the Assistant Parish Attorney in the representation of the City in civil proceedings in relation to code violations.
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of general real estate and abstracting practices and procedures.
Knowledge of City-Parish codes and ordinances as they apply to the Inspection Division of Public Works.
Knowledge of the organizational structure, legislative and administrative procedures in the City-Parish government.
|Knowledge of business English, spelling and arithmetic.
Ability to read and interpret contracts, bid proposals and purchase orders.
Ability to establish and maintain effective working conditions and relationships with staff, members of other departments, Council members and the public.
Ability to supervise a clerical and inspection staff and to exercise initiative, independence and sound judgment in duties.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
|EDUCATIONAL AND EXPERIENCE|
|High school diploma, GED, or equivalent certificate of competency, supplemented by courses in real estate or abstracting, two years progressively responsible experience in office management or administration, and one year experience in condemnation proceedings or a related area.|
|Any equivalent combination of education and experience.|
|Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must maintain throughout employment in this position.|
