Deputy Constable - Sergeant

City Constable's Office
Under the direction of the Chief Deputy Constable, performs responsible work in assisting in the serving of legal documents and the execution of court orders. Work involves responsibility for directing a moderate sized group of Deputy Constables in the routine serving of legal papers and execution of court orders such as evictions, seizures, and execution of bench warrants. Irregular hours of work may be necessary in difficult cases. Work is performed in accordance with established laws, rules, regulations, and procedures of the Constable's Office, the City of Baton Rouge, and the State of Louisiana. Performs other work as requested.
Supervises a moderate sized group of Deputy Constables responsible for serving (executing) and explaining the nature of court ordered legal papers, such as criminal and civil subpoenas, to appropriate individuals within the city; serves bench warrants and apprehends subjects of bench warrants in judgment debtor cases, and trains new employees. Reviews all reports and records completed by subordinates; supervises the performance of various special assignments (stakeouts, transporting of prisoners) in order to assist local law enforcement agencies; picks up and retains livestock running astray in the city. Supervises the execution of court ordered seizures and eviction notices; contacts attorneys and plaintiffs in order to explain, obtain, and provide information on court orders that have been served; conducts public constable sales in the absence of the Chief Deputy Constable. Reads and announces all charges levied against an individual during arraignment proceedings; opens, recesses and adjourns court proceedings on a daily basis; swears in all individuals who are to testify in court; excuses all witnesses after cases have been decided; operates, adjusts and replaces tape in recording machines used in recording court proceedings. Arrests or recommends the arrest of individuals who violate the law in and around the courtroom; approves or disapproves all communications or actions that may occur between prisoners and spectators in the courtroom; recommends the removal of prisoners and individuals in the courtroom whose conduct becomes disruptive.
Knowledge of the procedures, practices, and methods used in the service and execution of civil and criminal processes. Knowledge of the geography of the city. Knowledge of investigative techniques, particularly as they relate to establishing the ownership of property to be attached, and the location of persons to be served with civil and criminal processes. Knowledge of standard operating procedures and legal guidelines governing Constable sales. Knowledge of civil and criminal procedures and court proceedings and law enforcement agencies and techniques. Skill in the use and handling of small caliber firearms, shotguns, and handcuffs. Ability to gain the confidence of and establish effective working relationships with other employees, affiliated departments, and the public. Ability to read and interpret routine legal documents and court dispositions. Ability to deal firmly, tactfully, and impartially with people contacted in the course of the work. Ability to read and speak distinctively and coherently before a group of individuals. Ability to perform simple mathematical calculations, percentages and additions. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
High school diploma, GED, HiSET, or equivalent certificate of competency, and three years of experience in a responsible law enforcement position in which the primary work assignment involved the execution of a variety of court orders including seizures and evictions.
Any equivalent combination of education and experience.
Certified as a Peace Officer Standard Test (POST) graduate of a law enforcement school.
