GENERAL DESCRIPTION
Under the direction of the Deputy Public Works Director of Engineering and Planning, performs highly responsible supervisory and administrative work in directing the financial administration of capital improvement projects for the Department of Public Works. Work involves the efficient administration of all financial and administrative matters associated with both the sewer and traffic capital improvement programs. Work involves the supervision of professional, technical and clerical staff; financial stewardship of City-Parish funds; and representation of the department in a variety of public forums (e.g. Metro Council meetings). Work requires exceptional teamwork and the use of independent judgment within established policy guidelines. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Actively participates in the senior leadership team of Public Works to enhance operational efficiency, continually improve client services, and build the capability of the staff through workforce development programs. In this role, consults closely with the Deputy Public Works Director of Engineering and Planning and fellow senior leadership team members. Administers and manages the contracts with capital improvement program managers (contractors, architects, engineers) to meet the financial and performance objectives of the respective programs. In close cooperation with the Chiefs of Design Engineering, Construction Engineering and Traffic Engineering, provides project oversight of contractors' performance on assigned projects and programs. Consults with stakeholder groups (contractors, architects, engineers, developers, citizens, City-Parish government employees) regarding the financial and contractual administration of capital improvement projects of Public Works. Analyzes financial alternatives for both the Sanitary Sewer and Traffic Programs. Meets with federal, state and local governmental officials in order to negotiate a fair and effective consent decree and to monitor its implementation. Assists in financial policy and procedures development; prepares periodic and special financial reports.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern principles, practices, and procedures of public financial administration with emphasis on accounting, auditing, and budgetary procedures. Knowledge of applicable federal, state, and local laws, ordinances, policies, and procedures. Knowledge of the operations, functions, policies and procedures of the Department of Public Works. Knowledge of the Plan of Government provisions, ordinances and state laws governing the financial administration of local government. Ability to organize, plan, direct, and evaluate the work of others. Ability to establish and maintain effective working relationships with subordinates, superiors, and other interested parties. Ability to analyze and effectively explain the financial aspects of the traffic and sewer programs to public officials and neighborhood groups. Ability to audit and monitor large construction projects for contractual compliance. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in accounting and eight years experience in contract administration and management, auditing, or financial administration work, including four years managerial experience (may include complex project management).
