|Under the direction of the Library Director and Assistant Library Director, performs very responsible financial, administrative and supervisory work in directing the business office of the East Baton Rouge Parish Library. Work involves maintaining all library accounting records, preparing financial statements and directing a variety of personnel, purchasing, budgeting and general administrative services for the efficient operation of the library system. The employee of this classification exercises considerable independent judgment in the performance of assigned responsibilities. Supervision is exercised over a staff of professional, sub-professional and clerical employees. Work is reviewed through discussion and observation. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Plans, organizes, directs and supervises the work of the business office.
Prepares the Annual Operating Budget for the library's operating and capital projects funds; exercises oversight of budget activity.
Prepares financial reports and long-term financial projections of the library's operating and capital projects funds for members of the Library Board of Control; prepares financial reports for the State Library of Louisiana and American Library Association; prepares special financial projects as directed by the Library Director; maintains financial records, prepares financial reports, and tax returns for the Patrons of the Public Library.
Reviews, analyzes, and approves contracts, leases and maintenance agreements; coordinates and performs tasks relative to the opening of new library buildings.
Submits timely requests for reimbursement of funds to the Universal Service Fund; keeps abreast of the rules and regulations pertaining to E-Rate; maintains financial records relative to E-Rate; works closely with vendors to achieve optimum reimbursement.
Exercises oversight of Library grants; attends Grants Review/Contracts Review Committee Meetings, Finance and Executive Meetings and Metropolitan Council Meetings.
Monitors internal control procedures of the library system; reviews indirect cost plan's impact on the library system.
Keeps abreast of all library activities; works with all division and branch heads to coordinate the needs of the division and the needs of the various library branches to assure efficient operation.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of modern accounting principles, practices and procedures and how they may be applied to municipal accounting situations.
Knowledge of the principles, practices and procedures of public administration and office management.
Knowledge of the procedures of municipal budgeting, personnel and purchasing operations.
Knowledge of the operations, functions, policies and procedures of the Library system.
Skill in the operation and care of computers, calculators and other office machines used in connection with accounting work.
Ability to supervise the work of a moderate sized, fast-paced office.
Ability to assemble, or organize, and present financial, statistical and other material.
Ability to establish and maintain effective working relationships with others.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in accounting, and four years of experience in progressively responsible positions involving professional accounting or budgeting work, including one year of supervisory experience.|
|Any equivalent combination of education and experience.|
