Assistant Revenue Manager

Finance Department
Under the direction of the Revenue Manager, performs responsible professional administrative and supervisory work in the Finance Department. Work involves responsibility for assisting in directing, planning, and coordinating the activities of a large division of professional and clerical/fiscal employees engaged in recording or updating tax reports and records and collecting current and delinquent sales, use, and other miscellaneous taxes/charges. General supervision is exercised over subordinate positions through assignment of duties and review of work completed. Work is performed with independent judgment in accordance with established policies, rules and regulations. Performs related work as requested.
Plans and organizes the workflow of the Revenue Division; counsels with employees when problems arise; makes periodic checks on all tax records to ensure accuracy. Prepares annual budget and revenue projections; prepares and presents recommendations and reports on deficiencies for corrective action needed. Reviews monthly sales/use tax assessments including all supporting schedules. Assists subordinates and taxpayers with questions about sales/use tax, occupational license tax, and special assessment rules and regulations. Confers with delinquent taxpayers to resolve their obligations to avoid legal action; confers with taxpayers verbally or through correspondence regarding sales/use, occupational license tax, and special assessment rules and regulations; monitors law suits. Works with private companies, the public, governmental agencies, banks, auditing firms and others resolving difficulties involving collections. Coordinates with Information Services regarding computer software changes or special data processing requirements used for sales/use tax.
Knowledge of modern accounting principles, practices and procedures, and of how they may be applied to auditing books to determine tax liabilities or to keeping of cash receipts ledgers. Knowledge of City-Parish tax laws and regulations governing the collection of monies for its proper management. Knowledge of all types of collection and investment procedures. Knowledge of business English for preparing brief narrative reports. Skill in the operation and care of computers, calculators and other office machines used in connection with accounting work. Ability to supervise a moderate to large sized office staff engaged in tax collection work. Ability to initiate and develop internal operating policies and procedures. Ability to establish and maintain effective working relationships with others. Ability to communicate clearly and tactfully with officials of other governmental agencies, taxpayers and the general public. Ability to prepare and write clear, concise reports. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree with at least twenty-four semester (thirty-six quarter) hours of a university professional accounting curriculum or Master's degree with at least twenty-one semester (thirty-one and a half quarter) hours of a university professional accounting curriculum, and six years of professional level experience in revenue collection (accounting, auditing, budgeting, etc.), including two years of supervisory experience (may include budget or project supervision).
Equivalent higher education in accounting may substitute for work experience; CPA may substitute for one year of work experience.
