|LOCATION OF WORK|
|Under the direction of the Finance Director and Assistant Finance Director, performs highly responsible professional administrative and supervisory work as head of the Finance - Budgeting Division. Work involves responsibility for directing, planning and coordinating the activities of a moderately sized division of professional and clerical employees engaged in budget formulation and administration. Work is performed with complete independent judgment in accordance with established policies, rules and regulations and is reviewed through progress reports and discussion of overall results. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Plans and directs the work of a moderate sized division engaged in budget formulation and administration.
Plans, prepares and monitors annual budgets; recommends items of appropriation to the Finance Director and the Mayor-President.
Prepares estimates of year-end surplus or deficits for all funds in accordance with Section 8.09 of The Plan of Government.
Authorizes the Accounting Division to record all grant appropriations after ensuring that local, state and federal requirements are met.
Discusses and gives guidance to City-Parish department and agency heads relative to budget policy and procedure; negotiates indirect cost rates with department heads and agency heads.
Prepares long-range financial forecasts for Special Funds.
Coordinates the preparation of major supplemental appropriations.
Assists in conducting annual budget hearings; represents the Finance Department at Council budget hearings.
Prepares and directs the preparation of special projects and budget matters of unusual scope, sensitivity, or complexity at the request of the Mayor-President, CAO, Metropolitan Council Members, and Finance Director.
Provides oversight in preparation of the Revenue Facts Book which identifies all revenues collected and their legal authorizations.
Prepares or reviews many questionnaires or surveys related to the budget and expenditures.
Prepares departmental memorandums for the signature of the Mayor-President, CAO, Finance Director, and Asst. Finance Director relative to statements of policy and recommendations on budget supplement requests.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of modern municipal budgetary methods and techniques.
Knowledge of the various City-Parish departments and agencies, constitutional offices, state fiscal agencies, and non-departmental activities of the City-Parish government.
Knowledge of the laws, ordinances and regulations governing the financial operation of the jurisdiction involved, particularly as applicable to budgetary activities.
Skill in the operation and care of calculators, computers and other office machines used in connection with budgeting work.
Ability to analyze accounting, financial and statistical statements and reports.
Ability to plan and carry out the accumulation, collation and analysis of fiscal and operational data for budgetary and administrative purposes.
Ability to prepare and write clear, concise reports.
Ability to establish and maintain harmonious working relationships with department heads and other officials and to exercise initiative and judgment in difficult situations.
Ability to direct the activities of a moderately sized group of professional and clerical employees in a manner conducive to full performance and high morale.
Ability to use a computer for word processing and spreadsheet applications.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree with at least twenty-four semester (thirty-six quarter) hours of a university professional accounting curriculum or Master's degree with at least twenty-one semester (thirty-one and a half quarter) hours of a university professional accounting curriculum, and eight years of professional level experience in budgeting (accounting, auditing, revenue collection, etc.), including four years of managerial experience (may include complex budget or project management).|
|Equivalent higher education in accounting may substitute for work experience; CPA may substitute for one year of work experience.|
