| DHDS Accounting Section Supervisor | | | | JOB CODE: | 100124 | | | | PAY GRADE: | 2220 | | | | SALARY RANGE: | $40,308 - $55,796 | | | | LOCATION OF WORK | | Department of Human Development and Services | | | | GENERAL DESCRIPTION | | Under the direction of the Director of Human Development and Services performs advanced and highly responsible governmental accounting, compliance and supervisory work in directing an accounting section within the Fiscal Unit of the Division of Human Development and Services. Work involves the responsibility for preparing and analyzing financial reports, consulting and advising component directors on compliance issues, spending level issues and funds within the program year. Performs other work as requested. | | | | ESSENTIAL WORK TASKS | | Plans and directs the work of the Fiscal Unit employees in grant accounting tasks, specific to the grants administered under the Division of Human Development and Services.
Directs and/or prepares budgets for all division grants, application packages for funding, budget transfers and journal entries.
Prepares financial statements in accordance with general accounting principles.
Performs complex financial analyses, including budget projections, forecasting, operating costs for each office and pro-rata cost analysis as needed for shared costs.
Reviews all direct payment and purchase requisitions.
Interprets Federal, State and Local policies, rules and regulations.
Provides departmental training on financial procedures such as purchasing.
Maintains insurance compliance and prepares Workers' Compensation claims.
Supervises both professional and clerical employees.
Serves on various committees including Grants Review Committee.
Attends Funding Source Board Meetings to provide financial information and Council Meetings as needed. | | | | | KNOWLEDGE, SKILLS, AND ABILITIES | | Knowledge of the operations, functions, policies and procedures of the Division of Human Development and Services.
Knowledge of labor contracts and grievance procedures.
Knowledge of generally accepted accounting principles, practices and procedures and how they are applied to municipal accounting situations.
Knowledge of mathematics and statistics used in complex accounting work.
Knowledge of business English used to prepare narrative and technical reports.
Knowledge of modern office practices and procedures, computer equipment, and of standard clerical techniques.
Skilled in the operation and care of computers, calculators and other office machines used in connection with accounting work.
Ability to supervise a staff of fiscal and clerical personnel.
Ability to understand and follow complex oral and written instructions, as well as the ability to express ideas clearly and concisely, both orally and in writing.
Ability to make decisions based on recognized precedents and practices and to use resourcefulness and tact in meeting problems.
Ability to establish and maintain working relationships with the public and employees.
