GENERAL DESCRIPTION
Under direction of a department supervisor, performs supervisory and complex skilled maintenance and repair work in a variety of building trades. Work involves the supervision of journeyman level and semiskilled trades workers engaged in the construction, maintenance, and repair of City-Parish structures. Work also involves the use of independent judgment within established guidelines and is reviewed through personal conferences and written reports for quality and quantity of completed assignment(s). Performs other work as requested.
 
ESSENTIAL WORK TASKS
Plans, assigns, and reviews the work of subordinate trades workers; performs complex skilled maintenance work in one or more of the building trades; may specialize in a particular craft such as painting, plumbing, carpentry, plastering, electrical work, heating and ventilating work, masonry, carpeting, cement finishing, concrete and ductile iron pipe work, or similar craft. Maintains personnel records; prepares time sheets; schedules vacation time; keeps track of sick and compensatory leave; completes performance evaluations. Makes estimates; requisitions materials and supplies; maintains standards of materials and supplies. Responds to inquiries whether in person, by telephone, or by written correspondence; discusses projects with originating party; makes drawings of work to be done. Ensures safety standards are upheld; provides in-house service training; oversees maintenance of equipment.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the repair and maintenance of buildings, equipment and fixtures. Knowledge of standard practices of one of more of the building crafts, including materials, tools, and procedures. Knowledge of modern supervisory methods and techniques. Knowledge of applicable City-Parish codes and standards. Knowledge of occupational safety and health standards applicable to assigned trade. Skill in the use of construction, repair, and maintenance of hand and power tools. Skill in the safe operation of light motor vehicles. Ability to make accurate estimates of time and materials. Ability to read, interpret, and work from sketches, blueprints, and specifications. Ability to layout, assign, and review the work of journeymen, semiskilled, and helper trades workers. Ability to prepare rough sketches. Ability to physically perform work assigned. Ability to understand and follow oral and written directions. Ability to establish and maintain productive working relationships with coworkers, superiors, and others. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
High school diploma, GED, or equivalent certificate of competency, supplemented by completion of vocational school, and four years progressively responsible journeyman level work experience in building trades.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
 
CERTIFICATIONS/LICENSES
Must have a valid Louisiana driver's license at the time of appointment and maintain throughout employment in this classification.
