MEMORANDUM

TO:     All Engineers, Architects, Designers and Contractors

FROM:     Shannon J. Dupont, P.E.
Building Official, DPW Permits & Inspections

DATE:     May 9, 2006

Subject:     DOTD Driveway and Drainage Discharge Approval

It has long been the policy of this office to withhold a permit for any project fronting a State or Federal Route, until the Louisiana Department of Transportation and Development (DOTD) has approved all proposed driveways and/or altered drainage within or into the right-of-way.   DOTD has jurisdiction in all these cases, and the DOTD District Traffic Engineer and Design, Water Resources and Development Engineer must approve all of these proposed developments.

Effective immediately, we will continue enforcing this policy without exceptions.   Also, any such outstanding projects that have been permitted without DOTD approval will not be authorized a Certificate of Occupancy or temporary utilities until DOTD has approved the driveway and/or drainage.   As stated in our application for commercial permits, DOTD’s approval is necessary and it is the responsibility of the design professional to obtain DOTD approval in all of these cases.   All concerns regarding DOTD’s requirements for approvals should be addressed to DOTD, District 61.

Please feel free to contact me should you have any questions regarding this policy.
