Republican Wayne Carter was elected to the Metropolitan Council representing District 1 in 2001. District 1 covers the northern part of the parish and generally runs north of a line that includes Heck Young Road,
Lavey Lane, Petit Road, Comite Drive, Dyer Road, McCullough Road and Denham Road.
A native of Bluff Creek, Wayne graduated from Georgetown High School and received a Bachelor's Degree in education from Northwestern State University. Wayne is a two term Metro Councilman for the City of Baton Rouge where he
chairs the Finance and Executive Committee and serves on the Convention and Visitors Bureau. He is married to Cheryl Babson Carter of Zachary, a retired school teacher, and they have two children, Clacey and Kalyn. He and his
wife are residents of East Baton Rouge Parish and members of Zachary First Baptist Church where he serves as an usher.
Wayne is President of Advanced Services, which buys and sells offshore drilling equipment. He has operated his own business for over 20 years, which is located in Zachary.
Wayne is a member of the Zachary Chamber of Commerce, the National Rifle Association, Ducks Unlimited and the Old Hickory Railroad Historical Society. He is also a member of the Pride Farm Club and of the Farm Bureau. He is
involved in the Zachary High School Scholarship Endowment and active in the Zachary Relay For Life.
Gloria Gremillion is Councilman Carter's Legislative Assistant helping to serve District 1.
