|This is a grant-funded position under the direction of the Program Administrator - HIV/AIDS. The employee in this class is responsible for the day-to-day implementation and coordination of data management activities for the HIV/AIDS Program. Work involves adhering to HIV/AIDS program and Center for Disease Control (CDC) confidentiality guidelines that dictate the required standards for protecting the security and confidentiality of data received, maintained, and transferred by the program. Work also involves coordinating the integration of data collection strategies and applications, including coordinating activities to support the data system, promoting data consistency and quality, providing oversight and day-to-day management of program specific software. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Researches, conceptualizes, and implements service-level and client-level reporting systems.
Provides leadership and technical advice to staff and Advisory Council regarding data system utilization, revision and expansion.
Provides input in the development and/or revision of software application specifications, business rules, and system policies and procedures.
Keeps abreast of new developments in HIV/AIDS-related data collection technology and strategies; coordinates and oversees changes and enhancements to the HIV/AIDS program website.
Performs data linkage using MS-ACCESS and standardizes data in preparation for linkage to other databases.
Appends records to existing records and creates new records; uploads data to Health Resources and Service Administration (HRSA) and other funders for reporting purposes.
Participates in the preparation of reports to funders and stakeholders.
Ensures data quality through development and maintenance of edit queries; checks for duplicates on a routine basis and corrects data errors and inconsistencies.
Provides training and technical assistance related to data entry and reporting to sub-recipients.
Produces time-defined (monthly, quarterly, etc.) program reports for staff for their review and to be used for program planning, monitoring, and evaluation.
Performs standard statistical and epidemiological analyses; responds to data requests, queries, and generates reports using standard methods.
Develops new databases as needed by the program; documents new procedures and any corrections made to the databases.
Assists with the automation of routine tasks to enhance functioning of current program databases; provides written documentation of programming and operating procedures.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of automated client-level reporting systems and health care database capabilities.
Knowledge of HIV/AIDS healthcare services and public health principles and practices.
Skill at the intermediate level or higher in WINDOWS-based word processing, spreadsheet and database software applications.
Ability to use email and the Internet as an integral component of job activities.

|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in public health, statistics, epidemiology, behavioral science, public administration or related field, and one year experience in data management in the health field.|
|Any equivalent combination of education and experience.|
|OTHER JOB ASPECTS|
|Fluency in the use of database software required.|
