Program Administrator - HIV/AIDS

This grant-funded position under the direction of the Assistant Director of Human Development and Services performs responsible supervisory and administrative work by serving as a senior management team leader. The employee of this class is responsible for the management of HIV/AIDS programs, including Ryan White. Work involves overseeing program finances, staffing, general operations, developing and managing community linkages, project monitoring, evaluations, program goals, objectives, policies and procedures. Performs other work as requested.
Plans and directs the activities of a group of professional and clerical employees engaged in the operation of HIV/AIDS programs, including Ryan White. Establishes operating and administrative policies and procedures of Ryan White and other HIV/AIDS programs to assure efficient program operation. Develops long range objectives and plans for Ryan White and other HIV/AIDS programs and projects; initiates implementation of developed plans. Manages all aspects of the request for proposals and contract processes for the procurement of HIV/AIDS related core and support services. Monitors and evaluates sub-recipients and their service delivery systems for compliance with funding requirements; provides technical assistance to sub-recipients; makes appropriate recommendations for adjustments to ensure an optimum level of service and adherence to public health guidelines. Conducts site visits and develops and implements corrective action plans, if needed. Reviews budget and financial reports for compliance with funding regulations. Assists in preparing for and achieving compliance with any local, state or federal audit of services including, but not limited to, Health Resources and Services Administration (HRSA). Works closely with healthcare providers, City, State and Federal agencies, community based organizations, and consumers to ensure organization, training and effective program operations. Provides administrative leadership in planning, designing, and evaluating of all components of Ryan White and other HIV/AIDS programs. Serves as an advocate for HIV/AIDS programs, disseminates program information and represents the agency before community groups, funding sources, boards and committees. Develops and updates policy and procedure manuals and trains staff and subrecipients on the content therein. Creates and implements systems that involve staff from the lowest to the highest levels in the decision making process and ensures staff accountability; reviews and approves sub-recipient invoices for the delivery of core and support services; establishes and manages grievance process for sub-recipients and the Baton Rouge HIV/AIDS Advisory Council.
Knowledge of HIV/AIDS healthcare services and public health principles and practices. Knowledge of municipal accounting, budgeting practices and federal grant programs. Knowledge of municipal procurement process. Knowledge of public, private or non-profit boards and advisory councils. Knowledge of development and implementation of employee development. Skill in the formulation, preparation and submission of annual budgets. Skill in the use of computer technology. Skill in conducting community needs assessments. Skill in establishing and maintaining an internal communication system. Skill in evaluating staff performance, interviewing and hiring. Ability to communicate effectively and maintain effective working relationship with staff, funders, community, private partners, external agencies, consumers and other stakeholders. Ability to make informed objective decisions. Ability to formulate and implement long-range plans for expansion. Ability to interpret and analyze technical and statistical public health information and to prepare technical, oral and written reports. Ability to express ideas clearly and concisely, orally and in writing to groups and to individuals. Ability to maintain confidentiality of program, staff and client information. Ability to demonstrate commitment to the department mission, values and policies in the performance of daily duties. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Master's degree, one year of practical experience working in a Ryan White, HIV/AIDS, or other healthcare program, and one year of supervisory experience (may include project supervision).
Any equivalent combination of education and experience.
May require typing or other computer software skills.
