GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs administrative work in operating a large or specialized employment and training program which may consist of a variety of smaller programs. Work involves designing operating procedures, reviewing the work of subordinates, monitoring expenditures, preparing budgets and reports, and performing public relations duties for the program of assignment which may be concerned with screening and intake of applicants, assessment of program participants, developing training programs and job placements, or any combination of these functions. Supervision is exercised directly over Senior Career Development Specialists and Career Development Specialists, and indirectly over all other subordinates in the program assigned. Work is performed with considerable independence. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Supervises a large staff of professional, technical and clerical personnel in the delivery of WIA program services. Manages the financial resources for contracted services; approves payment of WIA program bills and staff payroll. Participates in the research, forecasting and planning of the WIA program as it relates to labor market demands. Manages services and program operations including marketing, outreach and recruitment; program specific core services; participant records; and delivery of Intensive Services as defined by the local WIA Board. Ensures that performance goals are met. Interprets policies, rules and regulations governing program operations to program staff and the public. Serves as WIA Program representative at various meetings.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of federal guidelines for employment and training programs. Knowledge of principles and methods of employability assessment. Knowledge of principles, practices, and techniques used in employment training programs. Knowledge of basic management principles, practices, and procedures. Knowledge of English used to prepare brief narratives, and to communicate effectively with others. Knowledge of basic mathematics and statistics used to compile and analyze data. Ability to supervise a large sized staff of professional and clerical personnel. Ability to establish and maintain effective working relationships with others. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in social science, public or business administration or a related field, and two years experience involving employability assessment, contract negotiation, screening of applicants, developing training programs, or program monitoring.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
