Quality Assurance Manager - Head Start

GENERAL DESCRIPTION
Under the executive direction of the Division Director or his designee, performs advanced level work developing, implementing and maintaining and ongoing quality assurance and performance process to measure, evaluate and assure quality and performance of the Head Start program according to the Program Review Instrument for Systems Monitoring (PRISM) and the Head Start Performance Standards. Maintains a thorough knowledge of Head Start policies and procedures, continuous quality improvement processes, PRISM protocols, changes and updates to Federal, State and Local regulations. The work also involves serving as a liaison between Head Start administrators, parents, staff, contractors, children and community agencies. Performs other work as requested within federal, state and local guidelines.
 
ESSENTIAL WORK TASKS
Develops and implements a written quality assurance and performance evaluation plan in conjunction with Policy Council, parents and other Head Start and executive staff. Participates in meetings and strategy sessions to stay informed on priorities, raise issues and provide feedback. Performs daily examinations of program functions, system procedures, policies and day to day routine tasks. Issues reports of all findings on a weekly basis and provides systematic follow 'up to all program functions; provides detailed reports which indicate areas of weakness, non compliance and deficiencies according to PRISM protocol standards and performance evaluation standards. Issues timelines to correct areas of weakness, non compliance and deficiencies; Issues follow ' up reports. Performs mock PRISM reviews on all Head Start systems on a periodic basis and reports all findings to executive management. Researches areas for best practices and system improvements to be implemented by Head Start program.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of federal, state and local government procedures and guidelines. Skill in the use of computer technology. Skill to create PowerPoint presentations. Skill to use a computer for word processing and spreadsheet applications. Ability to work under deadlines. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals, and considerable knowledge of business English for preparing narrative reports. Ability to communicate effectively with staff, students, parents, community, private partners and external agencies, and to make informed, objective decisions. Ability to compile and analyze data and make effective recommendations and decisions. Ability to perform independent audits requiring the utmost discretion and tact. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in management, public administration, business administration, organization development, sociology or closely related field, and four years professional level experience in social service or quality assurance delivery.
 
SUBSTITUTIONS
Master's degree in management, public administration, organizational development, sociology or closely related field, and two years professional level experience in social service, educational or quality assurance delivery systems.
