|Under the direction of a departmental supervisor, performs responsible supervisory and administrative work in assisting the public through social service programs. Work involves supervision of professional, sub-professional, and clerical support staff. Work also involves the development, organization, and administration of a very large complex social service program designed to disseminate information on available social services, provide technical assistance and guidance to clients, and deliver various social services. Work is reviewed through personal conferences, written reports, and for results obtained. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Plans, directs, trains, and evaluates the work of support personnel, community service volunteers; participates in the hiring process; takes disciplinary actions.
Plans, implements, directs, and evaluates programs to provide social services to the elderly, disabled, juvenile and adult offenders, or low income populations.
Compiles statistics; prepares reports and newsletters; prepares and writes grants seeking all types of revenue to implement programs; prepares budgets for social programs.
Develops materials and methods designed to deliver social services; provides in-service training.
Provides program information and assistance in implementing awareness and prevention programs and activities; recruits volunteers; elicits community involvement.
Speaks before groups, schools and the public promoting prevention and intervention.
Attends state, regional and national training as related to job duties.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of various social, medical, and legal services available to the disabled, low income families, juvenile or adult offenders, or senior citizens.
Knowledge of the policies, practices, and procedures for obtaining the various social services.
Knowledge of program funding guidelines.
Knowledge of principles, policies, practices, and procedures for obtaining funding from various sources.
Knowledge of modern office practices, principles, and techniques.
Knowledge of methods and techniques in interviewing.
Knowledge of the psychological and physical needs of target populations.
Knowledge of counseling methods and techniques.
Skill in the operation of modern office equipment, such as, the telephone, typewriter, copier, calculator, computer terminal and related peripherals.
Ability to plan, organize, and supervise a large professional, sub-professional, clerical, and volunteer staff.
Ability to deal effectively with the elderly, juvenile and adult offenders, underprivileged, disabled, or low income citizens.
Ability to communicate effectively, orally and in writing and establish and maintain effective working relationships with others.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in social service, psychology, behavioral science, or a closely related field, supplemented by four years progressively responsible social services work experience with three years experience at a supervisory level. |
|Any equivalent combination of education and experience.|
