GENERAL DESCRIPTION
Under the direction of the Library Director, performs highly responsible administrative and professional work in assisting the Library Director in the direction of the East Baton Rouge Parish Library System. Work involves assisting in the coordination of all library services and policies in order to maintain optimum efficiency of manpower and materials, taking care of daily operations and annual budget planning. Administrative direction is exercised over division heads. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Reviews and revises existing policies; develops and writes new policies; interprets rules, policies, and procedures for division supervisors. Analyzes, evaluates, and coordinates the selection of materials for the library system and supervises the Collection Development programs and staff. Reviews all printed materials for the library system and supervises the Public Relations staff. Confers with the Library Director to problem-solve on a wide variety of matters; assists the Library Director with short and long term planning. Interviews applicants with division heads; confers in selection of new employees; with division heads, plans and coordinates staff training. Prepares all statistical reports for local, state, and national organizations. Coordinates outreach activities for the library system. Provides support and facilitates the preparation of grant applications; monitors expenditures and reports for grants received. Serves as the building manager of the Main Library. Performs the duties of Library Director in his or her absence.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern library practices and procedures in both administration and specialized services. Knowledge of reader interest levels, books, authors, and book selection tools. Skill in an online environment, including corresponding by email, using the Internet and the Library's online catalog, creating word documents, statistical reports, event paraphernalia in desktop publishing or presentation software, and relational databases. Ability to apply modern library practices and procedures to the system-wide selection of library materials, implementation of technology, development of patron services, staff development, and building maintenance and management. Ability to develop and implement long range planning for staff development and library services. Ability to supervise, organize, and direct the work of professional, paraprofessional, and clerical employees engaged in a variety of library services. Ability to evaluate workflow and delegate duties. Ability to make decisions recognizing established precedents, practices and systems, and to use resourcefulness, tact and courtesy in meeting new problems and in dealing with library staff and patrons. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to establish and maintain effective working relationships with employees, library patrons, and professional and community organizations. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Graduate degree from an accredited school of library science, and four years responsible library experience in a high-level professional library position, and three years supervisory experience.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
