GENERAL DESCRIPTION
Under the direction of the Human Resources Director and Assistant Human Resources Director, performs professional, supervisory and administrative work in a division within the Department of Human Resources. Work involves responsibility for directing, planning, and coordinating the activities of professional and sub-professional employees engaged in a specialized human resources area. Work is performed with independent judgment in accordance with established policies, rules and regulations. Work involves the use of independent judgment and is evaluated through the Performance Management Appraisal System (PMAS). Performs other work as requested.
 
ESSENTIAL WORK TASKS
Directs, plans, and coordinates a division of professional and sub-professional employees engaged in a specialized human resources area such as classification and pay, recruitment and examination, payroll and benefits, health and wellness, employee relations, or employee training and development. Develops divisional goals, objectives, procedures, and work plans; sets priorities and schedules projects to ensure that objectives are met. Evaluates the effectiveness of assigned area; recommends and implements necessary changes. Performs difficult staffing duties, including hiring and training qualified employees, dealing with understaffing, performance management, and administering disciplinary procedures. Supervises and participates in the development and recommendation of rules, policies and procedures relating to human resources management; researches and keeps abreast of legal issues and best practices related to human resources. Interprets data; evaluates statistical analyses and report findings; reviews results of studies and special projects performed by staff and explains results to the director and/or assistant director. Assists in developing and implementing departmental goals and objectives. Attends Personnel Board meetings; represents the department in meetings, hearings or on inter-agency/jurisdictional committees or task forces. Provides human resources professional staff support to City-Parish departments, including interpreting the Plan of Government, Rules Governing Employees in the Classified Service and other related ordinances, policies, and procedures.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of best trends human resources management. Knowledge of the various City-Parish governmental departments and agencies and their operations. Knowledge of many occupational categories and the qualifications required in such work. Knowledge of the principles of a merit system. Knowledge of the structure and content of the English language used to prepare reports and communicate effectively with others. Knowledge of arithmetic and statistics and their applications. Skill in the operation of modern office equipment and in the use of standard computer applications. Ability to understand, interpret, explain and apply human resources related policies and procedures, regulations, and benefits to employees and/or the public. Ability to direct, plan, and coordinate the work of employees engaged in professional public human resources management. Ability to analyze problems and recommend appropriate actions. Ability to make effective personal contacts with applicants, employees, and departmental officials. Ability to research and understand applicable federal, state, and local laws, and rulings regarding human resources issues. Ability to express ideas clearly and concisely in writing and orally to employees, management, departmental officials, and the public. Ability to establish and maintain working relationships with employees, management, departmental officials, and the public. Ability to manage and organize multiple work assignments and projects. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in human resources management, business administration, public administration or a related field, and six years professional level experience in human resources, including two years supervisory experience (may include budget or project supervision).
 
SUBSTITUTIONS
Equivalent higher education in human resources management, business administration, public administration or a related field may substitute for work experience.
