|Under the direction of a higher classification, performs professional human resources management work within the City-Parish Department of Human Resources. Work involves the performance of professional tasks in one or more specialized areas of human resources. Work requires the exercise of some independent judgment in accordance with established policies, rules and regulations. Work is evaluated through the Performance Management Appraisal System (PMAS). Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Assists in the maintenance of City-Parish official pay plans, official allotments and classification plan; analyzes and responds to salary and benefit surveys; prepares agenda items for the Metropolitan Council.
Verifies changes affecting hourly rates, status and position occupied in accordance with current policies; validates payroll registers; calculates positive and negative salary adjustments; maintains personnel records and controls personnel transaction forms.
Assists higher-level human resources personnel with special projects and in verifying reports to ensure information is correct.
Screens applicants for employment; responds to employment inquiries received via email.
Creates and distributes a variety of published information, which may include brochures, job announcements/ bulletins, advertisements, training manuals and/or other related information.
Prepares information for Human Resources meetings, including agenda, reports and notifications to all interested parties; attends meetings and hearings; distributes outcome to appropriate parties.
Advises and counsels employees and the general public on human resources related policies and procedures, benefits, and any related questions.
Administers written and computerized examinations.
Assists with Equal Employment Opportunity (EEO) and Americans with Disabilities Act (ADA) investigations.
Enters information into databases.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the principles and practices of best trends human resources management.
Knowledge of the various City-Parish governmental departments and agencies and their operations.
Knowledge of basic mathematical procedures used to make fiscal calculations.
Skill in the operation of modern office equipment and in the use of standard computer applications.
Ability to understand and follow oral and written instructions.
Ability to understand, interpret, explain and apply human resources related policies and procedures, regulations, and benefits to employees and/or the public.
Ability to express ideas clearly and concisely, orally and in writing, to employees, management, and the public.
Ability to work effectively with other employees, management, and the general public.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.|
|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in human resources management, business administration, public administration or a related field, and two years experience in human resources.|
|Any equivalent combination of education and experience.|
