Information Services Programming Supervisor

Information Services Department
Under general supervision from the Director of Information Services, performs supervisory work in the area of supervision, coordination, and implementation of the Information Services and City-Parish Local Area Network (LAN) and the Wide Area Network (WAN) systems. Supervises the activities of all computer equipment operators in the Information Services department. Employees of this class are required to be on 24-hour call. Supervision is exercised over the programmer/systems analysts and project managers assigned to different Information Services teams. Work involves review of equipment evaluations and purchase recommendations. Performs other duties as requested.
Plans, organizes, and supervises work assignments for programmer/systems analysts and project managers; supervises work in systems administration, network operations, and programming. Reviews parameters set for mainframe operation; implements operating system upgrades as well as software upgrades. Coordinates and supervises implementation of new systems on mainframes; ensures proper security measures are in place according to user needs. Supervises maintenance of existing systems on a mainframe such as Citizen Complaint System; assigns priority to departments and projects. Interacts with users and division heads in need and use assessments. Determines methods of download required for individual users. Confers with Assistant Director and Director of Information Services in scheduling projects and making work assignments to staff. Sets up operator menus on DEC system in order to establish security measures; monitors and evaluates performance of system; serves as technical advisor on projects recommending programming adjustments to achieve the optimum efficiency.
Knowledge of DEC system and related operating systems. Knowledge of system administration as it applies to VAX systems. Knowledge of COBOL, dBASE, rBASE, or a similar SQL. Knowledge of DEC systems and requirements for implementing new systems on DEC platform. Knowledge of computer system network design and analysis. Knowledge of common user problems and complaints and the ability to effectively deal with user problems and complaints. Ability to stay current with new technological developments relating to computers. Ability to analyze complex procedures and systems and develop problem solving strategies. Ability to establish and maintain effective working relationships with others. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in computer science, and four years of progressively responsible experience in the programming and communications fields of computer operations, including two years of supervisory experience.
Any equivalent combination of education and experience.
