Vehicle & Equipment Maintenance Manager

Department of Fleet Management
Under the general direction of the Fleet Management Director, performs highly responsible administrative and technical supervisory work managing all aspects of Central Garage. An employee of this class is responsible for directing a large staff engaged in the control, maintenance and repair of all vehicular, heavy equipment and specialized equipment owned by City-Parish government and the coordination of the City-Parish fleet of vehicles. Performs other work as requested.
Directs, coordinates and monitors the activities of a large staff of technical and nontechnical personnel, both skilled and non-skilled engaged in maintenance and repair of all automobiles, light and heavy equipment or specialized equipment owned by the City-Parish government. Responsible for payroll. Assists operation agencies in identifying vehicle replacement and resolving service and maintenance problems. Continually updates, monitors and implements a preventive maintenance program to ensure that proper procedures are being followed which maximizes equipment life. Conducts comprehensive studies to determine needs and priorities to identify areas on a continuing basis for improved equipment management and operational efficiency. Manages the City-Parish vehicle and equipment fleet to ensure maximum availability; conducts studies to determine the highest level of vehicle and equipment maintenance commensurate with life and downtime cost data. Consults with engineers, factory representatives and agency heads in preparing vehicle and equipment specifications. Makes cost estimates; prepares budget requests and maintains necessary records for the submission of required reports. Conducts job interviews for positions in the division. Develops specifications for shop equipment. Develops, reviews and accepts bids for annual contracts for parts, supplies and services used in maintaining the fleet. Conducts monthly Management and State of the Shop and Safety meeting for garage. Attends bi-monthly Operations and DPW Accident Review Board staff meetings. Attends and speak at Fleet Preventative Maintenance Meeting.
Knowledge of the operating characteristics of heavy duty public service maintenance and construction equipment. Knowledge of the methods, materials, tools and techniques used in the repair of light and heavy duty automotive and related equipment. Knowledge of the methods, practices, materials and tools of modern automotive maintenance and management. Ability to direct the preparation and maintenance of repair records and reports and to analyze and evaluate such records for planning purposes. Ability to maintain equipment servicing schedules, records and reports. Ability to diagnose defects in engines and other running parts of automotive equipment. Ability to instruct others, orally and in writing, on mechanical concepts. Ability to understand and follow complex oral and written instructions. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in automotive technology, mechanical engineering, or a closely related field, and two years of experience in automotive maintenance programs.
Any equivalent combination of education and experience.
