|Under administrative direction of an employee of a higher classification, performs highly responsible administrative work in managing and designing the City-Parish solid waste reduction programs. Work involves responsibility for developing and implementing further waste reduction policies and programs in partnership with Office of the Mayor-President and Recycling Task Force by promoting participation in established waste reduction programs through public education, networking among existing organizations and volunteer support. Work is performed with broad discretion and considerable independence and is evaluated through conferences, reports and results obtained. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Manages, supervises and assigns the work of all Recycling division employees, subcontractors and volunteers; prepares budget requests; reviews annual report and goals.
Designs and manages all City-Parish waste reduction programs implemented to comply with the state mandated goal of reducing landfill waste.
Acts as liaison between Department of Public Works, Recycling Task Force, Department of Environmental Quality and other city and state departments involved in solid waste.
Researches, investigates and compiles data on existing and future waste reduction projects.
Manages and directs all public education and awareness programs; manages teacher education workshops; acts as clearinghouse for recycling information for community and teachers.
Procures funds from private sector for waste reduction projects.
Delivers lectures to various schools, civic groups and others and participates in television or other news media interviews to educate the public regarding the recycling programs.

|Knowledge of local, state and federal environmental regulations and enforcement procedures.
Knowledge of research practices and principles.
Ability to direct and coordinate all recycling activities and comply with state and federal mandates.
Ability to exercise initiative in implementing programs, and sound judgment in effectively resolving problems both internal and external to the division.|
|Ability to establish and maintain effective working relationships with staff, members of various agencies and commissions on the state and federal level, and the public.
Ability to comprehend regulations and changes and to respond accordingly with changes in City-Parish program implementation.
Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
Ability to utilize a computer to interpret and analyze technical and statistical information and to prepare technical, oral and written reports.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
|EDUCATIONAL AND EXPERIENCE|
|Master's degree in environmental science, planning, or a related field, and three years of recycling or planning experience and two years of supervisory experience.|
|Any equivalent combination of education and experience.|
|Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must maintain throughout employment in this position.|
