GENERAL DESCRIPTION
Under the direction of the Library Business Manager, performs highly responsible supervisory and administrative work assisting in the financial operations of the business office. Work involves assisting in maintaining all accounting records and financial statements for the efficient operation of the library system. The employee of this class exercises considerable independent judgment in the performance of assigned duties and responsibilities. General supervision is exercised over a staff of professional, sub-professional and clerical employees. Work is reviewed through discussion and observation. Performs other work as requested.
 
ESSENTIAL WORK TASKS
Assists in planning, organizing, directing and supervising the work of the business office. Assists in preparing the annual operating budget, capital improvements, budget projections and long-term financial projections for planning purposes. Prepares monthly operating financial statements for the Library Board of Control; administers and monitors library grants; prepares special projects for the Library Board of Control, Library Director and Library Business Manager. Monitors business office to ensure compliance with internal controls and budgetary and fiscal policies/procedures; advises staff of any changes. Monitors the ever-changing Universal Service Fund and assists the business manager with timely reporting requirements. Reviews payment vouchers and legal contracts for compliance with budget and prescribed policies/procedures. Interviews, hires, trains and supervises employees of the Business Office. Serves as head of the Business Office in the absence of the Business Manager.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern accounting principles, practices and procedures, and how they may be applied to municipal accounting situations. Knowledge of the policies and procedures of municipal budgeting, personnel and purchase operations. Knowledge of the operations, functions, policies and procedures of the library system. Knowledge of business English used to prepare narrative reports. Skill in the operation and care of computers, calculators and other office machines used in connection with accounting work. Ability to analyze highly complex fiscal and administrative policies and to make and implement effective recommendations. Ability to effectively supervise a staff of professional, sub-professional, and clerical employees. Ability to assemble, organize, and present financial, statistical and other material. Ability to establish and maintain effective working relationships with supervisors, co-workers, other employees, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
 
MINIMUM REQUIREMENTS
EDUCATIONAL AND EXPERIENCE
Bachelor's degree in accounting, and four years experience in progressively responsible positions involving accounting or budgeting work.
 
SUBSTITUTIONS
Any equivalent combination of education and experience.
