|Under the direction of the Chief of Operations & Maintenance/Wastewater, preforms administrative work managing assets of the sewage pumping and collection system. Work involves managing the implementation, operation, and updating of the Computer Maintenance Management System (CMMS) and the Geographical Information System (GIS). Work also involves managing the safety and security program and vendor contracts, as well as ensuring compliance with federal, state, and local regulatory requirements. An employee of this class may be on twenty-four-hour call. Performs other work as requested.|
|ESSENTIAL WORK TASKS|
|Manages the implementation, operation, and updating of the CMMS and GIS for the sewage pumping and collection system.
Manages data input into CMMS, including initial population of software with existing asset information.
Develops standard operating and predictive maintenance procedures for the asset management program.
Develops preventative maintenance work orders and sends to maintenance managers and supervisors for completion; supervises maintenance personnel on an as-needed basis.
Charts work by craft/skill and monitors backlog; develops detailed plans that estimate craft, skill, parts, and labor required to complete work orders.
Tracks equipment parts, equipment history, and cost of maintaining the sewage pumping and collection system; writes requests for warranty repairs of equipment.
Assists with the preparation of the operations and maintenance budget.
Assists the Chief of Engineering & Technology/Wastewater with capital improvement projects utilizing CMMS.
Inspects and evaluates the environment, equipment, and processes in working areas to ensure compliance with government safety regulations and industry standards for the protection of employees, customers, and the environment.
Oversees the collection of samples for analysis to identify hazardous biological and chemical materials around wastewater infrastructure in order to protect employees and the general public.
Develops safety protocols to protect employees and educate them on how to prevent health and safety problems through the use of training programs.
Develops security protocols to protect sensitive environmental infrastructure from outside threats and to provide a secure work environment for all employees and visitors.
Prepares and maintains daily, monthly, and annual reports as required.
Coordinates and works with other managers to ensure efficient operation of the sewage pumping and collection system.
Coordinates and works with the Information Services department updating GIS; oversees data input, assesses current GIS for data gaps, and recommends necessary changes.
Interviews, selects, trains, and evaluates employees; ensures employees adhere to City-Parish and departmental policies and procedures; disciplines employees when necessary.|
|KNOWLEDGE, SKILLS, AND ABILITIES|
|Knowledge of the principles and practices of a sewage pumping and collection system.
Knowledge of the principles and procedures of complex automated equipment.
Knowledge of computer maintenance management software.
Knowledge of the principles and practices utilized in coordinating a comprehensive safety and security program.
Knowledge of the Occupational Safety and Health Act.
Knowledge of GIS software.
Knowledge of applicable laws, codes, and regulations.
Ability to diagnose and solve problems on critical and complex automated equipment.
Ability to develop the CMMS, encompassing all phases of maintenance activity for the sewage pumping and collection system.
Ability to develop metrics to track equipment costs and analyze maintenance performance.
Ability to read and interpret electrical diagrams, schematics, pump curves, engineering drawings, and equipment specifications.
Ability to organize, supervise, and coordinate the work of subordinate personnel performing asset management operations.
Ability to communicate effectively, both orally and in writing.
Ability to prepare clear and concise policies and procedures, records, reports, correspondence, and other written materials.
Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in meeting new problems.
Ability to exercise independent judgment and initiative within general policy guidelines.

|EDUCATIONAL AND EXPERIENCE|
|Bachelor's degree in environmental science, engineering, construction management, or a related field, and five years of experience in the operation and maintenance of a sewage pumping and collection system, including three years of supervisory experience and one year of experience with an asset management system.|
|Bachelor's degree in safety management, engineering, governmental studies, or a related field, and five years of experience in safety and/or security program, including three years of supervisory experience; any equivalent combination of education and experience.|
|Position(s) of this classification may require possession of a license to practice professional engineering as issued by the Louisiana Professional Engineering and Land Surveying Board. If license is required, must maintain throughout employment in this position.
