Plans Analyst III
Work Location:Department of Development
Starting Salary:17.9294 Hourly / $37,293 Annual
Pay Grade:1200
Under the direction of the Chief Plans Analyst, performs responsible technical work in evaluating commercial construction plans and specifications submitted for compliance with the City-Parish standard building, electrical, mechanical, and plumbing codes and zoning ordinances. Work involves responsibility for making technical evaluations of proposed plans and materials specifications. Work is reviewed through evaluation of work materials and adherence to established office procedures. Technical supervision is exercised over subordinate plans analysts. Performs other work as requested.
Analyzes commercial plans and specifications for compliance with City-Parish standard building, electrical, mechanical, and plumbing codes and zoning ordinances. Interprets building, electrical, mechanical, and plumbing codes and zoning regulations to architects and engineers. Coordinates the review process of the electrical, plumbing, heating, ventilation, and air conditioning systems. Fills out standard site plan checklist for use in computing fees and issuing permits; computes permit and plan review fees; bundles and catalogs plans for archives. Conducts follow-up field inspections of projects as required. Approves drainage and parking layouts; approves building, occupancy, and house moving permits. Trains and provides technical supervision to subordinate plans analysts.
Knowledge of City-Parish building, electrical, mechanical, and plumbing codes and zoning ordinances. Knowledge of the work methods and procedures of the section. Ability to read and interpret complex construction plans, drawings, and diagrams. Ability to train and provide technical supervision to subordinate plans analysts. Ability to understand and follow moderately complex oral and written instructions. Ability to express ideas clearly, concisely, orally, and in writing to groups and to individuals. Ability to do arithmetical calculations and tabulations. Ability to accurately prepare moderately complex documents and reports. Ability to make decisions regarding routine problems based on established guidelines. Ability to establish and maintain effective working relationships with other employees, members of the construction industry, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in construction technology/management, vocational or industrial education, engineering, architecture, business administration, or a closely related field, and two years of responsible experience in residential and/or commercial plan review or a related area (e.g. code enforcement).
Any equivalent combination of education and experience.
Certified as a Plans Examiner by the International Code Council (or equivalent organization) in commercial in all the following disciplines: building, electrical, mechanical, and plumbing. Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification.
