Councilman Charles KellyCouncilman Kelly is serving his second term representing District 5. He is married to the former Bobbie Lacey and has three sons and two grandchildren. Mr. Kelly received his B.S. Degree in Business Administration from Southern University. He is also a veteran of the U.S. Army and has retired from Louisiana Training Institute (LTI) where he worked twenty three years. He is owner/broker of Charles R. Kelly & Associates Realty.

He is a lifelong member of the Jordan United Methodist Church. He is a member and past president of the Forest Heights Civic Association, EBR Parish Chapter of the Southern University Alumni Federation, and Southern University Quarterback Club. Other organizational affiliations include the American Legion, Matadors Civic and Social Club and Les Bon Saints, Inc.

To better serve his constituents, Councilman Kelly has a District Office in the heart of the community he serves. His district office is located in the Delmont Service Center located at 3535 Riley Street. The center is open daily from 8 a.m.-4:30 p.m. and provides a continuum of programs and services to the residents served by the center.
