The Citizens Advisory Council for Community
(CAC) Development serves as a vehicle for citizen participation under the Consolidated
Plan and Strategy. The primary purpose of the CAC is to provide input into the overall
planning, development and monitoring of programs under the Consolidated Plan (CDBG, HOME
and ESGP).
The citizens participation process encourages
participation by low-and moderate-income persons, particularly those living in blighted
areas and in areas where CDBG funds are proposed; and by residents of predominately
low-and moderate-income neighborhoods.
Representation on the CAC is provided through an
open system whereby interested citizens and organizations, including those representing
the elderly, handicap, and homeless may secure representation on the CAC. The Citizen
Participation Plan also provides for representation as follows: two representatives
appointed by the Mayor, representation from each Metropolitan Council Member,
representation from the EBR Housing Authority, representation from a Neighborhood based
non-profit organization; representation from an organization serving the homeless; two
representatives appointed by permanent members of the CAC and representation from active
neighborhood organizations.
The CAC meets on the first Thursday of every
month at the Plank Road Civic Center, 4523 Plank Road at 7 p.m. Notices of monthly CAC
meetings are mailed to all CAC representatives, alternates, and Metropolitan-Council
Members. Meeting notices are posted in the Announcements Section of The Community
Development home page.
