The fundamental components of a Continuum of Care System:
- First, there must be an emergency shelter/assessment effort which provides
immediate shelter and can identify an individual’s or family’s needs.
- The Second component offers transitional housing and necessary social
services. Such services include substance abuse treatment, short-term mental
health services, independent living skills, etc.
- The third and final component, and one which every homeless individual or
family needs, is permanent housing or permanent supportive housing
arrangements.
